Emergency Management Planning

Our specialists provide Emergency Management Planning services, which include all four phases:

  • Preparedness
  • Mitigation
  • Response
  • Recovery

We work with county and municipal EMA/ESDA Coordinators in a collaborative manner.  Our services have produced results for the smaller municipalities and many counties in downstate Illinois.

How can we do this?  Fiscal constraints do not keep our clients from benefiting from these services.  We obtain funding for your plans so that you do not have to seek funds from local government.

Our Emergency Management Planning services include:

  • Natural Hazard Mitigation Plans (NHMP’s).  The difference in whether one of these Plans collects dust  or produces results is how the Plan is prepared.  Every Plan we have prepared has identified specific projects to help each participating municipality and the county.  Our Plans have resulted in grant money to construct these projects, greater cooperation between various governmental entities, and increased public awareness.  We also do the Five-Year Update of these Plans which must meet the same FEMA requirements and protocols of the original Plan.
  • Commodity (Chemicals and Hazardous Substances) Flow Studies.  While most of these studies only identify what is being transported, our studies go farther by measuring relative impacts to infrastructure, community resources, and the environment to help prevent harm.
  • Hazardous Materials Response Plans.  Our specialists possess the chemical and health knowledge to prepare plans which meet IEMA criteria.
  • Threat and Hazard Identification and Risk Assessment (THIRA’s).   Certified and experienced risk assessors rely on their “on the ground experience” experience throughout Illinois instead of computer models to provide the most accurate identification and assessment of natural and man-made risks.
  • Social Media Emergency Management Development (SMEM).  This emerging management  tool can help local governments identify storm paths, damages, and other vital information by engaging residents to participate in a way that is easy but timely.
  • Emergency Operations Plans.  The backbone Plan of every County EMA/ESDA office can be updated by our specialists who have prepared these Plans for IEMA approval.
